Job Description

The African Initiatives for Relief and Development (AIRD) is a non-political, non-religious and non-profit making NGO with Country Programme Offices in Burkina Faso, Cameroon, Central African Republic, Chad, Democratic Republic of Congo, Ethiopia, Liberia, Niger, Tanzania, Uganda and South Sudan. AIRD’s objective is to offer operational support, including but not limited to: supply chain, logistics, construction, infrastructure, environment, livelihoods and WASH in partnership with relief and development organizations that focus on disaster-affected and development oriented areas. AIRD delivers for and through partners including but not limited to UN Agencies, international and national donor organizations and governments. AIRD is working with stakeholders in Ethiopia on an anticipated project in Somali Region. It is in view of this that the position of Monitoring Assistants is being advertised The Monitoring Assistant will ensure appropriateness of food items distribution, efficiency and effectiveness, by availing self at distribution centres. Key Responsibilities 1. Management of Program and System • Conduct regular live food distribution observations to monitor compliance of food distribution process per donor agreed standards. • Based on monitoring findings and observations, continuously work with Project team in the project structure to attain a higher and full level of compliance • Conduct regular commodity end use check in its designated Zone after the completion of each food distributions round to check and verify beneficiaries have received their entitlements as per the determined sizes and verify other relevant information partners beneficiaries • Undertake regular warehouse inspection in its designated partner target secondary warehouses to check and ensure higher level of compliance to donor level standards in managing storage, fumigation, issuance, transportation and distribution to approved targeted beneficiaries • Review relevant food transaction documents to check and provide feedback on practice of standard recording and documentation and reconciliation between different commodity transaction recording documents • Check and ensure if control procedures are adequate at each stage food handling and distribution process to prevent corruption and misappropriation • Host and conduct joint food monitoring with key stakeholders Food Monitoring staff and take the prime responsibility to follow up and close findings at field level by actively working with field office staff; particularly Safeguarding & Accountability Officer and communicate all food monitoring process’ to Safeguarding & Accountability Officer and Project Manager • Actively engage in teamwork at respective Zone level by closely working with key staff in food distribution structure 2. Organizational and Team Development • Provide data to AIRD capacity assessments and review of monitoring systems to identify process, systems and capacity gaps. • Provide input to development of food distribution process, system and capacity building plan. • Provide data to research, evaluations and learning events to document lessons learned and best practices from interventions. Provide feedback on review of terms of reference for external evaluators for enrichment and operationalize once approved. 3. Financial Management and Budget Monitoring • Provide data to plan and budget development and in monitoring of the same at time of implementation • Comply with donor grant compliance requirement, government legal requirement & AIRD internal policy /procedures including acting within GAP • Responsible for financial expenditures made by self • Make regular report update to up structure on expenditure and fund requirement plan • Perform other duties as required by the supervisor for achieving program effectiveness. Key Relationships • Team leaders • Project Manager • Monitoring Officers Qualifications, experience and skills • Qualifications Diploma or above in a related field, especially in the social sciences, agriculture, development studies social work, or any other relevant discipline • Relevant food assistance projects’ experience of at least 3 years. • Negotiation and influence skills, Strong analytical, critical thinking, research and report writing skills as well as excellent presentation and facilitation skills. • Ability to perform field assignments and willingness to travel for long period of time in difficult terrain, harsh and demanding conditions. • Independent, self-starter and creative • Ability to work under minimum or no supervision. • Must be a team player and ready to work in and contribute to team building environment. • Team builder, appreciates cultural diversity and inclusion, safeguarding/ protection issues etc • Computer literate with good presentation skills • Excellent written and verbal communication skills • Project management experience required
